Thank you for this one! Was having trouble with the lighting effects filter on a separate project, so not only can it help me with it but gives me an idea for another as well.

1. Get your object(s)/brushes
2. Duplicate layer
3. Change the blending mode of the copy to, "screen"
(CTRL+G to group btw)
4. Turn down the brightness/curves of the image a little. This will make it easier to create a flashlight.
5. Make the duplicated object(s) a smart object
6. Filter>Blurr>Guassian blur,
Radius 5 for softer edges
7. Duplicate object again and double click on smart layer;or do filter>blur>gaussian blur.
8. Adjust radius to 100.
9. Duplicate.
10. Adjust both layer glow accordingly.
11. Duplicate background and turn it to a smart object
12. Go to filter>render> lighting effects
13. Top left find presets. Select flashlight. (Try others too if you want)
14. Decrease of increase light size, and adjust layer opacity
15. Go to color>brightness and contrast, adjust smaller and bigger and find your lighting
16. Increase contrast
17. Add hue/saturation layer
18. Increase saturation to preference, then choose color of your brush/object(s).
((Add more than one flashlight for rainbow/other colors, btw)
19. Blending options > underlying layer. To take away color from backdrop for less glow effect, hold alt and adjust. Hold shift and adjust to add
20. Change blend mode to color
21. Go onto the hue/saturation layer. Paint black to remove color and white to readd back
