If Snape never became a death eater, tge death Eaters and Voldemort would nit trust Severus Snape and will hunt him down like the other members of Order of the Phoenix. Unless je is very skilled and pretends to be a Death Eater, he cannot be a double agent. However, he can probably show his love for Lily Evans and they can fall in live snd get married instead of Lily Evans marrying James Potter bc Lily knoew Severus for a longer time.
