If Sirius had raised Harry wouldn’t that mean that Wormtail would have been tried and convicted for the crimes he had framed Sirius for? Therefore Wormtail would have been sentenced to Azkaban and would not have brought Bertha Jorkins to Voldemort, which is how Voldemort found out about the Triwizard Tournament taking place at Hogwarts and Barty Crouch Jr being at large. That means the plan to put Harry in the Tournament wouldn’t have come to pass.

My take is that Grindelwald is stronger. He fought both Dumbledore brothers until the unfortunate death of Ariana so we don't know for sure who would've won. However, when Voldemort fought Albus at the ministry he was going all out trying to kill him but Albus wasn't. Albus was half defending Harry and half stalling for time until ministry officials came. He was never going for the killing blow on Voldemort.
