That's called a "bar folder" from the Peck, Stowe and Wilcox Co, then "Pexto" and now Roper Whitney. Used for forming HVAC seams. A cheap new one is about $3500 but they go low on Craig's List.
It’s a bar folder Mike, and yours looks to be complete, it’s a neat system as one can adjust the radius of bend by adjusting that diagonal slotted plate, it would be a shame to modify it IMHO, nice little tool. There’s a few TH-cam videos out there that demonstrate how it operates if you want to cheat Mike.

Skid plate looks good, same way as I did the Monty - I wouldn't worry too much about how wide it is on the pump side, it's a lot wider on the drive side. That guy sure has cornered the Henderson market - don't know how many of them there are, but looks like he a quite a few of them there. Thanks Mike.
Mike, the boys and girls at Spoons just wanted to share these two little jems with you: I needed my fence painting, so I called a local bloke who turned up wearing a fez and did it just like that...Went by the name of Tommy Cooperinol.I saw a dwarf today wearing a fez, saying, "Just like that," as he got into his car.....I think it was a Mini Cooper. Hey, it's the way we tell em.

Could it be an edge roller? A piece of say 1/8th rod along the length and the sheet rolled around it for making Tin boxes for example.

It could have be a paper Guillotine, used for news papers or posters.
