Technically, proximity of the added note to the root. Cadd2 has the D a second away from the root (CDEG). Cadd9 has the D a ninth away from the root (CEGD).

@Saher Galt So when you add the 13th to the bass, would I be correct in saying that it's a 13th and not a 6th because its below the natural root?
