The takeaway from this video for me, is to experiment with dropping my rank 3 cards down to rank 1 and seeing if the loss is worth the points, that way I could use those for other cards and have more versatility.
It is for the most part. I only use rank 3 damage cards on the world boss farming but for regular play I would rather have access to more perks cuz merely having more perks is a greater provision than having a few maxed out
Since Turtle's Best damage perks video, I've also only used 1 lv of Concentrated fire and Suppressor and Adrenaline in favor of Tenderizer, Tank killer and reload perks. Cheers to the angriest of turtles 🍻🐢
I have been using rank 1s because it’s the most efficient bonus rank. So, as a new player, I decided to start with all 1s for weps I wanted to use. I didn’t get around to upgrading them, for the most part.
A lot of thought went into this build to make it compatible and effective with all those very different weapons… and survivable to boot! Great job!
there is actually a lot of modularity with this build. you can strip it down to chainsaw, shotgun, fixer, sniper, tagging weapon and a single launcher type weapon and get this to work at lower levels. then expand your arsenal as you get higher in levels.
Did that with my main after buying extra load outs after the ammo box came out. When I log in I figure out what I’m in the mood for and swap weapons, ammo, and load out, then go to work. The builds have changed some as I started with 4 Legendary SPECIAL perks, What Rads, and Funky Duds. Swapped out one of the SPECIALS for Taking One for the Team since I’m having more fun running loud and proud instead of sneak in most situations.
yeah. downside is that it requires a ton of perk cards/points and groll weapons + armor. i carry all classes of weapons around and try switching them up for each enemy type. don't need maxed out perk cards to effectively destroy an enemy and if you need to, compensate with higher dps grolls.
weight reduction is extremely important for do it all builds too, damage is secondary. survivability is just a matter of slapping on maxed out blocker/serendipity/ricochet/nerd rage along with some mutations.
All I got to say is thank you for this I finally hit level 300 on Sunday and I use this today and it was amazing. Thank you thank you thank you keep up the good work man love your content videos amazing.
Been doing a very similar semi-universal build for a while now that I call my Adventure Tank. Sometimes it's just more fun to quietly infiltrate and pick enemies off one by one even if I could do it faster by going in guns blazing in PA. Then go from dailies and quests, mostly sneak, to just jumping into PA to join an event with maybe only swapping a couple cards and not having to respec at the punch card machine is brilliant! Doesn't pack the punch of a dedicated build, but worth the tradeoff in flexibility imo =)
I don't have all the extra legendary points, so instead of guns, I tend to use unarmed + ninja + adrenaline for stealth. A gauntlet/powerfist + 150% strength + 300% ninja + 60% adrenaline + 70% adrenal reaction + 30% martial artist + 75% anti-armor + food buffs pretty much takes care of everything except tough bosses and it saves a lot of weight since no guns or ammo required. I also like using the AA flamer for sneak as well. Packs a punch. Too bad the Plasma Flamer isn't stealth friendly like that.
Cool build, I’ve thought about something like this for such a long time. I usually stick with heavy gunner because I can have the feel of several different builds, the LMG feels like using an AR with a high rate of fire, the Flamer has a spread sort of like a shotgun, and I’ve had my instigating Gauss Rifle for 2 or 3 years; one shots mutants in the head with no rifleman perks at all! I still carry a BE 10mm pistol as well for a sidearm, a shadow of what it kinda used to be but plenty effective for lower level areas though. I might consider changing to something more like this jack of all trades later on if I can finally get a full set of weapon weight reducing armor, but the struggle is real. Cool build though. Always great to see what you’ve been up to!
For power armor, gettin WWR is pretty easy since the first legendary prefix isn't really that important. For unyielding builds though, it is really quite difficult since you need to roll TWO legendary prefixes which puts the odds at like 1/250 per piece lol.
I could never play like this as I like to specialize, but it's a very interesting build, nonetheless!
I couldn't use this. I'd have to do separate ones. Like you I specialise, no matter how many characters I have I always end up stealth commando LOL
Cold Shoulder is one of the most powerful weapons in the game if you can get up close and use VATS w criticals. It one shots everything other than bosses most of the time.
Don't even need vats crit. It's one of 3 non berserker weapons I use on my no vats berserker build and it still shreds
Honestly, I have my friends equip it as soon as they can craft it. They'll likely find a way to get at least 1-3 rank one cards for it. I've been using party girl frequently with Sweetwater blend and can very reliably headshot ghouls and scorched. Maybe a bit more on armored enemies which the crit works well on.
My first build was a disappointing shotgunner build but I didn't scrap my perks. Now my strength build can swap between shotgun, heavy gunner, unarmed and rank 1s for melee.
My favorite gun that with Nuka launcher you can build a beast BLD easy. An a lot of stim packs 😆

Really cool jack of all trades build! I prefer to be more specialized, especially now that we have the punch card machine and can easily switch between classes, but this is an extreme example of how versatile builds can be!

You should do these builds without Legendary perks , since a lot of people don't have them maxed .
Just take out all the damage perks and keep all the utility perks, go for AA and you're good

Gatling Laser is better for Long Range Heavy weapon than LMG.
Simply because LMG is NOT sustainable. It's VERY ammo thirsty and requires A LOT of .308 ammo, acquiring which can be a pain.
That is my profile... A Jack of all Trades... But I am not using Special legendary perks... the ones that i am using are the ones associated to legendary specials... which allows me to add even more functionalities... by sacrificing damage special cards.. I also eliminated Lifegiver and instead I am using Nuka Nut and Revenant... so I carry food and Nuka Colas and no Stimpaks or Aid items, except a few stimpacks in order to use the "H" to automatically heal in dire situations
Im also using ammo weight effect at moment, it allows you to save the most perk points beside Weapon w., cause if you use explosives too you need Ordance express 3 beside Bandolier 2 and Batteries included 3 what would need 8 perk points alltogether.
Food and Chem weight reduction saves 6 perk points only, but Weapon weight is still superior cause there is no perk for reducing the weight of Rifles and you need a lot of perks for all other weapons.
But on the other side you dont use more than 2-4 weapons if you play, in this case weapon w. isnt that usefull anymore.
With Fallout 1st you can store ammo and junk, food and chems cant be stored and need a lot of weight.
In the end it depends on how you play and if you use F 1st, but your version of an universal build is the best ive seen as it includes really evrything

Honestly I would like to see a universal tank build because I don’t like stealth.
When I started playing with my only character it was already universal on 50 lvl - my build was bad in absolutely everything.
i started using grand finale and minigun shredder bc they both use such small amount of cards for full potential. i can just spam weight reduction cards after that
I always figured that they'd add one more Legendary Slot so we could have all of the Special Stat Legendary Cards, we'd then have 8 in all special stats + with each of the Legendary Special's Maxed we would then have 13 Points in each special stat and after we could truly make a Jack-of-all-trades build
If we had 8 specials it wouldnt really be SPECIAL 😂👍
Watching every one of your videos, i seem to get more and more jealous of your builds due to im only a level 87 and know how far off i am from achieving this for myself. I did howerever manage to take down a scorchbeast by myself today in a nuke zone for the first time. Did it once before but it was being third partied by a bunch of robots. Ill get there one day, untill then though ill stay tuned to the turtle. Much ❤🎉

Awesome. I need a build for PA, heavy guns as well as being able to carry a rifle and shotgun. I like playing with all three gun types but I can’t get my cards right. I’m lvl 290 and have assigned a few legendary perks
Iv had this build since the card machine came out. Have all perks all at different ranks so I can just play one character and swap stuff I wanna use
Nice, this was something I was wondering and you answered it for me. I'm still semi new and noticed I upgraded a card I had on my second build and it removed it, but I can just attach a lower level card to that specific build.

I think this is a very well-thought out build, and I'm able to do duplicate it, but for those who can't, maybe do a lite version or a revisit to your old "lazy build" videos

Question: Can we have different legendary cards for different builds. In other words, if we change the L cards in one build, will it be changed in other builds too or stayed unchanged?

Can you do a stealth build that uses all types of rifles (energy+balistic+explosibe rifles/commando) or a tanky power armor build that uses every heavy weapon+launcher? (ballistic+energy+explosive)
I have a build in mind that would be able to use all rifles, commando, bows using energy,balistic and explosive rolls. It also will be able to reduce food/drinks, chems, energy/ballistic ammo, and your rifle/bow/commando weapon weight to the max amount. I can send a nukes and dragons link if you're interested but it is very much an endgame build. (I can help with making it be useful for early/mid game but Angry Turtle has more in depth videos on those)
Also my brother is making the most tanky/dps pa build but those get a bit more complicated, for example if you wanted launchers, or is stealth possible in pa (if so you max flamer/holy fire dps for boss fights) ect. Let me know if you want what he has so far
We have done more then our fair share of research into how dps/damage reduction/resistance works and have left no stone unturned. I genuinely think my commando dps build is most likely the best for stealth dps using whatever Type of Rifle you want. (Some perks are my choice but 99% are all needed by atleast 1 of the rifles in the game.) The only ones you need to swap/have a friend share are the explosive and energy weapon buffs
(If you want to min max damage then most ballistic weapons benefit from mr.sandman, meanwhile energy weapons arent suppressed and cant be explosive so you swap demo expert for science/s. expert/s. master and you can swap mr.sandman for action boy or other perks.) Things like that have to be done for min maxxing and instead of swapping from an energy build to a ballistic build this build can do all 3

I have a question so using What rads, ghoulish,unstable isotope and blocker is it healing or nah?
The only effect you’re mentioning that grants healing is ghoulish, none of the other effects would take that healing away per se, but reducing radiation damage by raising your radiation resistance may reduce the healing you get since ghoulish only heals when you take rads. If you’re looking for significant healing power for a full health build I would suggest healing factor mutation, born survivor paired with first aid/field surgeon and/or a weapon with the vampire legendary effect. @@cd15turb3d I also run vamp chainsaw unstable iso gives rads on melee blocker prevents the melee attack from being too powerful I was more wondering as an extra heal not really depending on it you get me
Thank you for this video! I was really worried that I should specialize into one or two weapons even though I like more variety. Good to know that I can put a few points into multiple weapon types and be fine. If this build can work with so many different weapons and weight, then I can have 5-7 weapons.

To those who like to use mnay different type of weapon : fully spec into 1 weapon type, and use the others without any perks, it's easyer and more effective
You don't gain much from going rank 1 to 3 with weapon damage perk cards so I disagree. You can improve damage on 3 weapons for the cost of one by going rank 1 and you aren't even losing much. Also some weapons are going to be horrible without perks (pistols, explosive weapons, lower tier rifleman weapons, shotguns). Others like flamers, chainsaws, fixers, handmades, railway rifles etc can do pretty well without damage perks.

But I still belive going 3 star perk card is the goal. For the reason you say it's not
If you get an AA legendary effect I promise you can use most weapon type with no perks, that's what I've been doing since quite a while
@@alessiomaritozzi47 AA is a good effect for most weapons but others it isn't as good. Any explosive weapon like rocket launcher, grenade launcher etc is going to be weaker with AA than 2 shot. Same goes for cryolator and alien blaster. Tesla Rifle, LMG and Railway Rifle are best with quad in my opinion. I'm probably forgetting some but yeah, AA is generally a very good effect.
@@gametime2473 what I'm saying is that if i don't have any AA perk for a specific weapon type, I mostly choose AA for that weapon, if I already have teh perk, then Imma goose something else for the legendary effct
I've been grinding kill 1k robot challange with many weapon type I did t have any perk for, and AA used to be great
@@alessiomaritozzi47 Cool. What are your favorite weapons? I was big into the commando build but got bored with it and have branched out to quite a few others. I really like the compound bow. With a stealth build, it is really effective. I am doing over 2k damage with it sometimes.

Being a one man walking armory/special forces team/ and tank regiment all at once is now a viable build thanks to angry turtle.
My friends and I have been having weird issues with power armour lately, not sure if it’s a bug , we’ll all have calibrated shocks, most with weight reducing perk cards for Chems and food but still over weight also no pocketed buffs either
Pocketed would be negated when using power armor either way, anything on your regular armor doesn’t count anymore once you enter PA including your backpack. Bethesda has been playing with some details of how weight reduction works so previously if you had a perk card reducing weapon weight by 90% as well as a legendary effect reducing weapon weight those benefits would stack but two updates ago they removed that synergy and made it so you can only reduce weight by 90% total, basically making the legendary effects redundant. Now in the next major update (currently on the pts) they changed weight reduction to include weight from weapon modifications instead of only reducing the weapons original weight. I have been struggling with carry weight since they made the first change but recently I got it down, I’m not entirely sure how but I might just be carrying less ammo. Weight reduction has been working as intended for me otherwise. I can say, I finally just crafted my Union power armor but I’m not overly impressed with it, I did not however get any kind of applicable weight reduction effects on any pieces so it’s going to be worse until I can manage to get that. I’m not sure what else could be affecting you and your friends but in the meantime if you have the carnivore mutation you can eat grilled radstag or yao guai pastries to get some significant carry weight to help you get around. Consider using just rank one of bandolier if you don’t already, it’s very high value for weight reduction, and if you carry a lot of grenades or explosive ammunition like 40mm’s or missiles consider ordinance express. Another good idea is to go to a world container, search it so you open the full inventory window, go to the tab that lists your entire inventory and filter for weight and/or stack weight, see what weighs the most while you are in and out of power armor. Good luck! Hope you find the cause.
@cd15turb3d I still really enjoy my power armor set, I finally figured out how to have carry weight in and out of power armor. Unfortu😢nately kinda stuck with my excavator for power armor.
Between carry weight, and my reductions: -20% for ammo and weapons, -40% food, Chem, and drink weights. I now have duplicates in rank 2 and 3 of thru hiker and Chem weight to get a few special perk points for the PA build.
I just need to put the proper back pack and switch my carry perks around when switching and it evens out.
Still fairly new so I've just barely got a set of SS Unyielding and ended up with a set of vanguards while rolling unyielding. Well one or two still need unyielding but I am settling for the 50% to revive leg I have. Definitely adds to tankiness if you don't forget you're still alive.
I basically did this without your video just built it playing threw 500 levels and realizing even thoe I'm chainsaw main I can adjust my cards to also suit the Tesla or automatic weapons cause I run auto Tesla during certain stuff for tags and I can confirm a universal build works great. If I wanna really fuck shit up chainsaw if I wanna tag mobs but still be able to kill auto Tesla and if I get bored I switch out Tesla with other auto rifles when just running around. Also same no power armor jet pack it's a waist just secret service jet

This horrifies me and intruiges me at the same time! There is something to be said for using L1 perk cards instead of maxed and makes this build pretty flexible, but does rely on legendary perks. Nice to see!
i'd remove starched genes and add lead belly and remove rad with brahmin milk so it's lower maintenance and get +10 max hp. that's if you run with all mutations.

surprised this build comes quite close to my own all in one build almost like the game wants players to structure their builds around a core set of perk cards.

Raids require just survivability. Almost always there are enough people to put them down.

What do you think of the Western Spirit for Sniping? The accuracy of Tesla Guns is a tad terrible... and the Railway Rifle just to headshot everything in VATS?... I am testing out Harpoon and Gatling Gun... but I dont see these two working with a build like this...

It is absolutely worth jumping in now. The new player experience is great, events are an easy way to level, and our Turtle here has the very best guides to get you all the way from new player up to this build.
Started in Jan and over 100 hours in. Def worth a try.
The game is in its best state in years right now. Tons of players are playing now, COUNTLESS public events, Daily Ops, Expeditions, Camp Building (an entire game in and of itself), making different builds for different weapons... and my favorite thing, just wandering around the world and doing whatever I stumble upon.
Yeah, give it a shot, if you like to think advanced, calculate percentage in things if it is worth or not to stack, calculate food and drug boost and what is wortwhile and easy to get and things like that, where everything you do is _always_ a compromise, more or less, then you will find this game is great :)
i started about a year ago and are level 320 now. I has never done West Tek with nuka grenades so far, it shall make leveling up faster i think.
And has so for not being in teams at all until recent times. To be in teams gives a boost +4 intelligence and that makes leveling faster i think, many people won't care much for team play but still be in teams for that reason is my experience.
Make sure to do the enclave mission and the vault raid, be friends with both raiders and settlers to gt end rewards from them both (you could buy them in gold later but expencive), i did choose to be friends with as many as i could in this game.
I have seen a level 12 player fight scorchebeast queen when i was in a team and he or she did follow me there when i did go, so yeah, give it a shot :)
But yeah, bosses are very powerful when low level, i remember the first flying scorchebeast taking me out like i was nothing twice before i gave up on it when i was low level and we coincidentally met in the forrest :)
there are many people who will help new players giving you stuff, i got a Fixer level 20 and one level 50, and also BOS armor, from a random player just giving me that when i was low level :)
Now i can make those and many other things like the radium rifle and most things myself :) But still wish for the ability to make a ultracite gatling laser, very low drop chance i has heard, but i do many missions in the red area of the map because of that one plan, like protecting a robot, i think that mission give the highest drop chance :)
This game got bad reviews in the beginning where people experienced it as a empty buggy game, but has become good now and still gets updates and new things.
Continued development perhaps and likely financed by the fallout 1'st players, like Angry turtle, thank you guys :)

No card weight ammo?
Great video turtle but pls tell me. You have for instance, heavy gunner 1, master heavy gunner 1 and expert heavy gunner 1. Put them all together and your heavy gunner buff is 30%. But any of those cards upgraded to level 3 is 30% buff. So why not just use that?

Hello Turtle. I enjoy your videos very much. I have a problem with a certain wep turtle. I purchased the invader from the atom shop a week or two ago and I cannot scrip any of the invaders weps I do roll. It is odd to me because other weps with the atom shop icon beside the name can be put through the scrip machine such as the auto axe. If anyone can get Bethesda to fix this problem it is you. You are the man turtle. I rarely see people with it so I think that's why it wasn't bought up yet. Thanks in advance for even just reading my comment.
some craftable weapons just can't be scripted
Almost too much going on there. But glad you made something playable. Does show that "mixed builds" are probably the way to go... have at least 2-3 weapon system types for whatever roll comes up. My gauss shotgun/chainsaw/nuka-launcher... I've just found too dang effective. I have it running on my main and my alt. It just works!

Im tweaking mine everyday i started using barbarian an only using strong back when i need to fast travel i stack barbarian with the card in agi but i for get what that cards called. It has same effect.. then i have a point to lower explosion ammo nuka luancher i love
Tbh i really dont think shotguns need any perks if your using the cold shoulder or the gauss shotgun very solid by themselves

How did you get a level 50 Boomstick?
My level 660 + has gotten 2 of them and they were both level 20
they should be level 50 🤔 good news is you can buy them from players but it's odd you got low level ones
