I’m guessing the vegan mochi was in reference to the ice cream being vegan (since the mochi rice wrap is made of rice and inherently vegan), so the ice cream likely did not contain dairy, but still contained cocoa and sugar.

By the way: Vegan mochis are without any milk. Almost every dark chocolate with 80%+ cacao is automatically vegan because there is no need for additional fat or oil.
