Tzeentch did actually directly intervene with the imperial webway. He came to Magnus whose astral form was blocked from reaching the Emperor by his wards on Terra (to warn him about Horus), and gave Magnus the additional power required to destroy them. Just as planned.
Okay since the video mentions Belisaurius Cawl, I recommend reacting to "The Mechanicus explained by an Australian" by Majorkill, a good section of the video is dedicated to Cawl and why he's special.
Guilliman can keep the empire semi stable, and is probably the best primarch for the job...but he has no psychic ability so if the emperor doesn't ascend to godhood and dies he can't just hop on the throne and keep it going for a while longer. Game over man.

The thing about the latest expansion in the lore that a lot of the warhammer community believes that it is the Imperium's, and humanity's, time of ending at this point. Even if Abaddon had not expanded the eye of terror, there are more and more Necrons waking up and the Silent King is also back. Beyond that nobody knows when and where the next Tyranid assault will come from and the last one nearly reached Terra. Even beyond that, that Tyranid assault was stopped by an Ork empire which has resulted in the formation of the biggest Waagh in 10k years and the Imperium is in no position to slow it down. So yeah the Imperiem is pretty well f*ed and the only reason I think that they are so determined to head out and crusade is to piss in the face of the rest of the galaxy before fading away, because a majority of the Imperium is spiteful like that.
