Cip 0 he instinct only work If u Hp is under 30% i think,Rafaela Will damage and slow Lil bit same with YSS , helcurt is fast enough tô fly out and i think with ult he can easily scape Roger instinct as he move base is 255 .. he Will be banned hero for sure

You should try checking if Helcurt's ulti could blind enemy heroes from far away since the skill description's "ALL enemy heroes lose nearly vision"

If you died you can see the second skill still pressable click it until you ressurect and you will go back to the place where you died

It does work on nearby enermy which is in his vision, so if helcurt (as enemy) is in the top lane with one of my teammate meanwhile im in the bottom lane it won't give any effect to me ?
