I believe he's just using the polyphony of the S-1 to have two melodies going simultaneously on different octaves, since 12 steps is evenly divisible by both 4 and 3, or in this case, 6. The Higher pitch one is every other 16th note, and the lower pitch one is every 3rd 16 note. It wouldn't work with a full 16 step pattern, but it works nicely in a 12 step
The white noise is useful, but I do with it wasn't just a toggle between white and pink noise, and instead a control where you could blend between the two
