My headcanon 8 bit mecha sonic was the prototype of the one from the 16 bit sonic 2, then in sonic 3 & knuckles, the one we see is version 2, and the one in sonic adventure 2 is version 3 but was never finished and was forgotten by eggman and replaced by metal sonic

And I think the original intent was for that to be an upgraded version of mk 1 (similar to how Metal Sonic was upgraded in Chaotix and Sonic 4)
