You can also just pick up the one and place in same spot, and it will add 9 to the first stack and place the same one down again, and repeat. I have tested and this works with pretty much anything that stacks in mutliples, including printer resin, cloth, feathers, etc...
I do three stacks of one, then transfer those three singles to a new shelf in succession because it's faster for me than just doing one stack at a time on the same shelf. I've tried many ways and this way I can do 1000 bullets in 12 minutes.

@@isolated4846 my game is up to date and it still works for me.
They did fix it. You can just use console commands though and gives you up to 1000 rounds for whatever ammo type you select. It's actually way faster.
