I didn't catch it at first even if I saw the hair and listened to the voice, it's kind of a weird perspective/way to remember, as in it might make more sense if the hair was black/brown.
It is very strange (Despite playing Crisis Core) seeing Sephiroth be so......normal. I kind of like it. People always remember Shinra destroying the lives of Tifa, Cloud, Barret, etc.....but not too often do they mention Sephiroth. Shinra created this guy, removed him permanently from his mother, put him through hellish experiments, and then sent him to the place (I am sure on purpose) where he would learn the truth and crack.
I'm guessing you never played the original. Cloud's memories were screwed up by the Jenova cells. His memories of him are actually of Zack but he thinks he was in Zack's place. If you notice, Cloud is acting more like Zack than himself. Also, the trooper at Cloud's house when Sephiroth burned it down was saying "mom".

@artvandelay94 Yes they do, in fact Crisis Core goes past this point. It ends at Zacks death which is 4 years after this
