The civic pride "rivalry" between Minneapolis and St. Paul was stronger than it is now, where we mostly playfully poke fun at each other but are ultimately 1 giant city with two downtowns.

Another reason is to get the whole state to approve the idea of having a sports team, because it would cost tax dollars to build the stadiums, and the state of Minnesota (St. Paul being it's capital) could have the whole state pay taxes on a stadium if it were a team for the whole state.
