He's the leader of the decepticon justice division from the idw comics. They're basically decepticon purists/ extremists / executioners kinda like wild hunt in akame ga kill.

The quality control of this figure is garbage, the shoulder slots are so tight, rotating the shoulders will likely to put serious stress marks on the ball joints, and break eventually. Many customers including me already had broken shoulders. So I'd suggest avoid this product until they release an updated version.

Word of advice: Dont buy this figure.Right arm is so tight on the joint it breaks from simply moving it.
