If you quote a price you should stick by the price unless it's something else drastically they had to do different and able to prove it. The window looks to be off track. Have someone to take the door panel off and check the window for being off track.
I just saw this video and yes you got ripped. It is so easy to tear down the panel remove the weather seal and see what’s wrong. I know because I have 2 A-body cars. A 71 cutlass and a 70 SS Chevelle. Wasted energy, but I promise you, you spent more time dealing with these folks than the job required. Definitely skip them for the AC.
An honest and good classic car mechanic is hard to find. I had to find out the same way you did, shady fools out there. Gotta start wrenching as much as you can.

You could have fixed that on your own pretty easily. There's lots of resources out there to help you learn. I had to learn to do it the hard way (before TH-cam and even the internet). So, now it's even easier. Shady shops are all over the place. Even when you look at their reviews or when a buddy refers you to them you can still get ripped off! Pretty sad. Even more reason to do the work yourself if you can. Plus, these cars are so old many people don't even know how to work on them. I've had some people that didn't know how to pop the hood or unlock the doors or that you may need to pump the gas a few times to get the car started! I hope you keep that car forever!! Truthfully they should try again with no hassle. Unacceptable. Try to find a small shop that does works with old cars, sometime they work harder to earn your business instead of a big fancy place. One guy recently paid $1,000 to have the weather stripping replaced around his doors which is insane, and another guy had an original bumper jack for a 70 Chevelle SS for sale and he was offered $1,200 cash for it and turned it down! My point is that anything to do with the 70 Chevelle is outrageous, and the place that did your windows is a perfect example of that. At the end of the day I envy you man. If I could afford it make no mistake one would be sitting in my driveway right now.😃
