    My 70 GTX came with the standard big diameter 3 spoke wheel. I put the Tuff wheel can and Tuff wheel on it. The diameter is smaller and seems to give the car a better driving experience. The one bad thing about it is that when I have to move the car without power steering when the engine is off, I swap to either a rim blow or a E body 'Cuda two spoke wheel. The soft foam on the Tuff wheel is prone to pulling off if you pull on it hard. Those fit on the same can as the Tuff Wheels, so it is just 3 nuts to swap. Oh, you should add that the nuts that hold the wheel to the can have a conical seat on the bottom, though you could probably get away with a flat nut, but the wheel will likely loosen.
    That was a good description of the Tuff Wheel and the cans.
    There are better aftermarket versions of Tuff Wheels in the Classic Industries Catalog. Many look very similar to the factory version.
    Some have harder foam, so you could probably use it with manual steering.
    You will notice that Tuff Wheel required power steering in every vehicle it was available with. I think it was never part of any package, no matter how expensive. It was always an option.

    I found a few Tuff wheels in the junktard for $10. I put them in my 70-80's vans. Looked good and handled much better with the smaller diameter. The ones I found were red and blue.....no black.

    The can will not go onto the splines of my 70 charger! I have an original one

    I thought them came out in 71 but you are saying they came out in 70? I have a 70 duster 340 original. was that tuff wheel an option for that car?
