Dear, u have confused rule of law with nature of law when discussing prospectivity and retrospectively. Try to b strictly on the topic instead of touching other topics that what and how law is. Rule of law is not difficult to b defined. That means, simply, that law will rule and not customs and traditions and personal commands or dictatorship.
No I haven't. That's a principle discussed as part of the rule of law. Also your definition of the rule of law is incorrect. The rule of law doesn't just mean "rule" by "law". Hence it's a difficult thing to properly determine. Hope this helps :)

Independence of judiciary is one of the forums for upholding rule of law. I can prove what I say here .Your dicey has only looked into rule of law by speculating on judicial determination only.
