So what the thugs are talking about is the original guy who built this place. You will find audio logs of the Joker and Harley manipulating the guy into making it example 34:12. There are more audio logs around the entire map that talk about their dealings it’s actually really dark and goes to show just how much the original rocksteady actually took time to understand the characters of the Batman universe
