They have since been declassified and even made into the book and film Men Who Stare at Goats. The movie was pretty good, but the book was MUCH better.

Because their refrence to how telekenisis is "supposed to work" is usually stuff like comics and superhero movies. Where you have people move their arms and do motions because its a visual medium and a character standing still and just "using their brain" is kind of boring and doesn't lead well into good visual storytelling. 10:27 - I'm no expert in string physics but it looked to me more that the left was actually on two strings, going out to its left and right, that were held off-camera higher than the leaf itself. At the beginning of the video, the strings are not held taught, and so the left rests on the table, but as they begin, the strings are drawn taught, causing the leaf to move upwards. This would also be why they were able to pass their hand over the leaf. Basically if you can imagine putting a heavy bead on a string; if you put the two endpoints together the bead will sag down, but if you pull them apart the bead will be forced up on the same vertical level as the endpoints.

I think that they tied some transparent string to one point off camera, the other end is connected to the left (our right) hand. Put the tape(?) on the string and boom, it rises when lifting up the hand, falls off the string when hitting the desk
This is a trick as old as time, sometimes the tie it to the hand, sometimes to the chest, to have hands free so they can wave them around the object
This has the same vibes as when I was in the shower as a little kid and thought I was a water bender because the water shot off of my fingers.

10:27 - I'm no expert in string physics but it looked to me more that the left was actually on two strings, going out to its left and right, that were held off-camera higher than the leaf itself. At the beginning of the video, the strings are not held taught, and so the left rests on the table, but as they begin, the strings are drawn taught, causing the leaf to move upwards. This would also be why they were able to pass their hand over the leaf. Basically if you can imagine putting a heavy bead on a string; if you put the two endpoints together the bead will sag down, but if you pull them apart the bead will be forced up on the same vertical level as the endpoints.
