Honda has launched cbr 250 rr, it should be as fast as an r3, it's a 2 cylinder and you can expect it to start from 4L ex showroom, But it's launch in India is doubtful.

On the GPS 164 was aprox. 152. The max I've achieved on CBR250R is 166kmph, which means 154 on speedo. That's really nice. And my bike was accelerating when it hit 166kmph, so the potential was to hit 170+ on the speedo.
So, the real question is can CBR250R hit 160kmph on GPS? My guess, yes❤
