We’re sprawling with car dependent suburbia so much that all the water has nowhere to go when it rains, leading to flooding.

keytothegate K late comment here but the main reason Houston wasn’t evacuated was to not repeat what hurricane Rita did in 2005. More people died from evacuation (heat exhaustion being the main thing) and that storm didn’t cause nearly the same flooding and damage that Harvey did. But at that time the city panicked and told everyone to get out and it caused mass hysteria which lead to more deaths before the storm even hit. But I can see how being an outsider it would look bad that no one was told to leave and there was this much flooding and heartache

Texas roads flood quick and people die in road flooding even in seasonal floods. Even if flooded, their homes are safer than their cars. So, if they hadn't left at least 48 hours before landfall, it was more hazardous to try for most.
