Croats are IllyroRoman-Slavic by blood and culture, so partisans partly lied aswell, even today this persists. Many indigenous people under Slavic migration and centuries beyond were assimilated into Croat, Serb tribes, primarilly Illyro-Romans in Dalmatia, Bosnia, Herzegovina. Look at history of Ragusa(Dubrovnik) for proof of this merge of cultures and blood.
What's also important to note is that this song was written by the Croat poet Vladimir Nazor, which speaks to the fact that many Croats rejected the Ustaše and played an invaluable part in the anti-fascist struggle
