The CD4017 is a "Decade counter" (10 outputs) and the numbers inside the chip are the sequence of the outputs. in the video, he runs the wires to the LED's so they run in the correct sequence. The unused outputs in the circuit diagram could be used if you wanted to add more LED's and had a big enough board to hold them and change the connection to the "reset" pin. Hope that helps a little?
