I can't set up Kakao Pay because my bank account name doesn't match the name on my ARC...this seems to be a fatal problem with the app...you're probably in the same boat.

International student or expatriat workers already know wherever country they go for a long stay need to buy local phone number and have local bank number for a longer stay. Tourist unable to use some function to pay because it didn't allow international card which really inconvenience.
You mean to verify your bank account? They will send a mini deposit so you can verify your bank account. The name that appears on the mini deposit has to be submitted when you're setting up your account.

Misleading title… technically speaking, if you have an Alien Card in Korea, you are not considered as foreigners already. You are long term pass holders, which is very different from the foreign visitors who visit Korea for a short term purpose.
You do realise that there is no distinction between an alien and a foreigner in Korean? They are both 외국인. I have lived here for 20 years and I am still 외국인. Common sense should tell you that it wouldn't be for an international tourist.

Hello! Unfortunately, one cannot receive money using Kakaopay. The closest way would be transferring money to bank account(s) that is(are) connected to your Kakaopay!

so you simply can’t use kakao in the US because americans aren’t korean citizens how does this make any sense when the app says open to foreigners

It's likely that the caps are the issue, did you try using all caps? Do you still get the same error message?

Probably not the best idea as your phone number registration needs to match your ID card registration.

Kakao pay is only available for foreigners living in Korea that have a Korean bank account and a ARC card.
