The main cold brews on their menu aside from this one have “cold foam” which is what you’re talking about. The “cold cream” is poured down into the drink.

However, I only have this issue when I go outside a stand alone Starbucks. It’s always at Kroger, Target and Giant Eagle where they have their own employees working in a Starbucks not knowing how to make anything. They always have turnover. When I go to a brick and mortar Starbucks and order a sweet vanilla cream cold brew, I get that exactly how it should be every time.
I used to be like this but after learning how to make coffee myself I understand why the ratio is like that. But capitalist is just being capitalist, charging more for everything they can.
