Phrase is a group of words having no subject and verb without giving meaningful sense whether Clause is of two types dependent clause and independent clause, having at least one subject and a verb. If the clause depends on other clause for their complete sense then such clause is called dependent clause and other hand if the cluse doesn't need or dependent on other clause ie, it gives complete sense than such clause is said to be independent clause and considered as a sentence.

I am standing near a burning 🏠 So House is a adverb of noun. burning is adjective of noun as it adds some details to the adverb of noun, near is also an adjective as it also give additional information of that burning 🏠 (adverb of noun).
