It's a good and relatively cheap place to study for any kind of degree, including Engineering. University of Debrecen is particularly popular in Hungary for it's Engineering programs. The quality of life as well as standard of education is high in Hungary. It's part of EU (meaning mobility for jobs across EU) and many courses are in English and people speak decent English there.

Sorry, I don't live there or know about this university. Apologies, can't help except the advice that: 1. If you have doubts over a university or its offer letter why would you want to join it? 2. Best to consult with the embassy of the country the university is located in (Hungary I am guessing) and ask them for help in this matter. They will be a better judge than any one else. They will also be able to take action in case it is a fraud and thus save other students as well from the trap.

I got offer letter of avicenna university but i am not sure it is original can uh help me to find

I am thinking of sending my daughter to Hungary for PG course in computer science. What could be an approximately cost there?!
Probably comparable to a private university fee in India. You can check university website for more accurate details.
