As a Warframe veteran I wanna drop some context here. Fortuna is a city on a planet. A planet so cold if people don’t produce heat constantly they. will. die. The city is basically owned by Corpus, a greedy company revolving around money and profit. They supply people of Fortuna with life important supplies like machine parts and metal to keep building and repairing their city. For payment they want great bit of money. So much that people have no way of paying it, so the Corpus has to collect the ”debt” which what they wanted in the first place. Body parts. They take people and cut off their arms and legs and everything until your ”debt” of survival is payed and replace them with robot parts. That’s why people of Fortuna look that way. It’s cruel and horrible but what choice they have? Damn that became much longer than I expected. Oh well
Hmm the planet is not cold, it's a burning world. The orokin tried to terraform this world by using gigantic coolant towers. That's now an artificial "cold" world but if something stop the work of solaris or the towers it will return to the state of a living hell (Thermia fractures).
Wait...that's Venus...a ridiculously HOT planet(Greenhouse gases working overtime). They're working to keep the planet cool, not warm. That's why everything water in the Orb Vallis is COOLANT.
Very much akin to old mining towns too, everything is owned by the company, and essentially you "pay" for things the company takes the costs from what they pay you. You get paid 100 tokens. But your daily food is 15 so we'll deduct that from your pay, your house is a rental, that's another 15. Your tools need maintenance, that's 15 as well. Your kid is supposed to be going to the local school, that's 10 tokens. God forbid, you broke a piece of equipment at work? Well that's going to set you back 50 coins.... but you haven't made enough for that this week? Well tack it onto your debt. At least you could pay the 10 tokens you owed for your debt this week, unfortunately that only covers the original amount, not the repair costs of the equipment, and doesn't cover the interest either. You end up owing more and more until you're stuck.

It seems people were still confused about Venus and why would it be cold. Warframe is set in a futuristic world were humans evolved to different races. The Orokins were the most advanced in tech and govern the solar system. Do to contamination and lack of resources they had to start looking for new viable planets to live. At that point in the story they already had city's all over the solar system, they even started looking for planets outside the origin system (that is what you call our solar system in the game).They decided to terraform Venus to live there too and started the process shooting a massive amount of cooling liquid to the atmosphere, but at that moment of the story they were at war with the Sentients, some living machines the Orokins created to terraform a planet outside the origin system, now, it's kind of wrong to call them machines but... Anyways. The Orokins empire fell for their own sins, this put a complete stop to everything the empire was working on and the process of terraforming Venus was never completed. That is the reason Venus is pretty much an Antarctic desert except for Fortuna, a city that was build around special post to protect Venus capital from the snowstorm that is the rest of the planet.

Long ago there was a great Tale of how everyone used to jump cheer and Scream when they heard the hum of faith there was hope that this was about to be a great time indeed it was but as the years went on the more people that heard the hum of faith starting to commit suicide mute their TVs or even throw them out the window and if any one joined the battlefield with an Octavia who played the hum of faith the Octavia quickly realize that she was alone on the battlefield seconds later this is my sad story but happy story because I am that Octavia and I know eventually one day I will return as a prime and bring back the hums of faith yet again. Fortuna is a debt internment camp. Work to pay off debts you’ll actually never fully pay off. Then that debt goes to any kids you have then so on.
