SIPA stands for 'School of International and Public Affairs' which is one of the 16 graduate schools at Columbia. Columbia also has 4 undergraduate school of which Columbia College is also ranked #3 best undergrad college. Some of Columbia College's undergrad classes especially those of Economics, Political Science and International Relations are also held here. Hope this helps!
