Essentially, the Goblin of Greed is either confused about the stock market or has made some poor investments.

So to recap: Goblin of Greed used to be either a high-ranking minister, or even a noble. He mistreated his subjects, and he was an overall asshole. One day, he was sent the Pot of Greed (Gift of Greed). It made him richer, but also greedier. He invests in massive stocks, but loses it all, and has to flee from Royal Prison, but also steals the Jar of Greed from the smugglers who help him past the Forced Checkpoint. He comes running to his feudal lord for help (Goblin out of the Frying Pan), but he soon finds out about Goblin's bankruptcy (Return) and demands the gold Golbin owes him as tribute. Goblin tries to avoid paying him by finding a repairman whom he cannot pay for the repairs of the broken Pot of Greed (Fine), and the repairman throws the Jar of Greed in Goblin's face to chase him off. Goblin collects the shards and reassembles the Jar in a small shed in front of the lord's palace (Redeemable Jar). He then tries to earn money by tending the royal garden, but the Sinister Serpent (Waking the Dragon) and Snyffus ruin his efforts (That Grass looks Greener). He then tries his hand at entertainment, but fails, and the Sinister Serpent breaks off a Shard of Greed during a performance (Goblin Circus), so Goblin attempts to trade up, exchanging his damaged Pot of Greed for Pot of Duality (Single Purchase), then exhanges that for Pot of Desires (Recall), and immediately tries to sell that one off to a pedestrian. When all of that ends up backfiring, he (presumably) reclaims his Pot of Greed, and finds work in the Dark Factory of Mass production, where he eventually realizes he can clone the Pot (Peeking Goblin). He then begins selling Pots of Greed to the black market (Extra Buck), and from there on, his story seems to not have continued. Mind you, there are several ways to interpret the story and assemble the cards into a timeline, but as Rata said, we won't know the exact order of events until Konami were to release some sort of Terminal story, or create support cards to define a "Pot" archetype. This is just what I could make sense of.

The Japanese wording of Upstart Goblin makes it more obvious that the Goblin of Greed is what people would call "new money" or "nouveau riche." The implication being that he came into a lot of money either through lucky investments or his pursuit of Pots and Jars of Greed. Technically that is implied with "Upstart" but it's not as blatant because in English "upstart" can also just imply a personality trait of being arrogant. Rush Duel might even imply that he got his money via gambling since some of the monster lineup of Upstart Goblin support is themed around Shogi players but it might just be depicting different goblins who just look similar to Goblin of Greed (since they have hair and beards which Goblin of Greed is never depicted with).

Scrap Goblin isn't a hair dryer, that's a sink faucet on top of a camera it also has a watchband for hair, and salad tongs for feet. Atomic Scrap is bad because making a nuclear reactor out of scrap parts is a terrible idea, Scrap shark is a jumpscare, It pops up out of the scrap pile, maybe bites somebody. then collapses back into a pile of junk and vanishes. Scrap searcher is subtle, but once you look at it long enough the joke makes sense, then you can sleep.
The opening leaves me quite unsettled. Hearing Rata's voice was oddly comforting Let's see if this goblin's design was as greedy as a certain fusion dragon's The longer I watch this, the more mortified I become
