Currently in a garage right now trying to take one of these off to get a bumper off. Wont come off what a load of shit

Just bought a car with one of these tow bars fitted, but can’t remove it, it will press in and turn to the red marker and then the tow bar becomes loose but won’t drop out, is there something I can do ?.
