At the end of the day, they think these shows are made for small children and they feel like kissing is too much for children to see. Every couple of seasons, they seem to realize that PR is watched by a bunch of older dudes and they allow it to be a bit more mature.
They allow violence more than sexual stuff because that's just how American entertainment works. You can show people getting murdered and blown to bits but once you have any form of sex, it goes straight to Rated R or TV MA. Comics fans have been complaining about this double standard since the 70s because its super prominent in that medium too.

I wonder if its a gender thing. I think the writers think 3-7 year olboys think kissing is 'iky', for lack of a better term, and robot limbs are cool. But then these are same writer who think you can BREATHE IN SPACE unaided!!

It really upsets me Nathan and Zoe at the time was my favorite Power Ranger couple. There are rumors that the actors dated in real life behind the scenes

“Power Rangers is progressing”, if that were true, the show would’ve introduced a homeschooled Power Ranger.

It's not just the series, they cut out the kiss scene in the 2017 movie.
