Had the same problem taking a picture of the consulate in Rome, security flipped a nut! I said the same but I’m American I pay for this beautiful building, then my husband dragged me away. He says it’s because of the Havana syndrome and just keep moving.

You can't photo or video many governmental buildings due to terrorism reasons. Doesn't have anything to do with the Havana Syndrome.
Do we still need a super green pass to get to restaurants?
I believe as of March 31 you can also have a negative Covid test as your green pass but it is still required to enter (some places don’t even check anymore though).

No. Just base green pass is fine.
You shouldn't have any problems btw, even if you show the American vaccination history or any for that matter you're gonna get in just fine.
