I will give you a tip to save these new growth of cuttings from goats. Get some blood from meat shop, dilute in large quantity of water and spray on the fence plant cuttings and fence area. Goats, cows, and all herbivores dislike the smell of blood. Additionally, blood is a good organic fertilizer for the plants. But be aware that blood is high in nitrogen to only use highly diluted form or else you will burn the plants. Easier option is buying Blood meal fertilizer but they are both expensive and don't smell/deter as much as fresh blood from meat shop.
