Somaliland clashes: What is driving conflict in the disputed city of Las Anod?

- Since February 6, there has been heavy fighting in the northern Somali city of Las Anod (Laascaanood) between troops of Somalia’s breakaway region of Somaliland and local militia from the Dhulbahante clan in northern Somalia.
So far, at least 112 killed and over 500 injured in intense fighting.
More than 83,000 Somali refugees have fled to neighbouring Ethiopia after the escalation in violence in days.
Ali Warsame is a Political Analyst and Lecturer at the University of East Africa.
He is also a Former Education Minister in Puntland. He joins us from Garowe in Somalia to discuss the latest updates.

There's no dispute in regards to ownership of to towns and region in somalia.
Every town and region in somalia is known to belong to certain clan. There's no clan that can have an authority over another clan it's clear as like that.
No ownership of city. It is for all and it isn't garden, but sure the majority are Dhulbahante. That doesn't mean that social contracts between communities can be thrown and other communities can be stabbed from behind, because of transnational dream of a false clan which had no any kinship but based of a story made in 1850s by the majeerteens. No need to cross from the borders of Kenya, Ethiopia and Puntland for just looking for pride and primitive emotions. Shame on you guys! Modern states are not based of the wishes and whims of your clan or others. It isn't allowed to show up in a country which is not yours and assume that it is yours because you know some folks in it are from your clan. Modern state has citizenship contract and you can't be a part of it, if you aren't acitizen of it, no matter what your clan is.

Statement:
What happened can only be called a massacre against humanity and excessive force, fueled by hatred was used. I am not one of those people like Cambaashe and the Minister of Information Saleebaan, who are used for the massacre of their people. The statements from the Garaads(traditional leaders), the 33-member committee, clan chiefs, and the community intellectuals must be heard as they are the only ones who can represent and speak on behalf of the people.
I have been in this region (Sool) since the 18° of January. You are all well aware of the violence that has happened in the region, starting from the murder that occurred on the 26* of December, followed by the peaceful protests by the civilians and the unfortunate violence that has led to the deaths and injuries of civilians. This chain of events has consequently triggered the chaos we are currently witnessing.
I was leading a delegation from Somaliland, which came here to Las'Anod (to resolve the matters]. I want to let you know today that the President derailed every step we have taken to bring peace. On the 6° of this month, a conference for the Garaads (traditional leaders), the 33-member committee, and the community leaders was to be concluded, and a communique on their stance on resolving the standing issues was to be released.
However, a fight started that same day, and the whole matter was managed poorly. I, for one, was not convinced that this was the way to reach the right solution.
On the second day, with the cooperation of the Garaads and the International Community, we started to work towards bringing the two sides to the table. We recommended the president, with the support of the EU and Finnish Foreign Minister's Special Representative on Peace Mediation, the implementation of a ceasefire and the retraction of the [Somaliland] armed forces back to their bases. Both the Garaads and the International Community agreed to these recommendations; however, the president sabotaged this effort by accepting only the ceasefire.
Everyone can imagine that a truce will not be effective if the forces of the opposing sides are a mere hundred or two hundred Meters from each other The second thing to note is the issuance of a press statement by the Ministry of Foreign Affairs stating that the people fighting in Las'Anod are terrorists organized by the Garaads; this has exacerbated the situation.
From the second day of the clashes, the city has suffered from indiscriminate shelling especially targeting service-providing public institutions such as hospitals. I am very disheartened that essential projects implemented with the support of the International Community to the people of Las' Anod were seriously affected by these attacks. One such incident is the hospital building, implemented by the Somaliland Development Fund and the funding of the EU and the UK, which was targeted. Its most important sections, such as the oxygen unit and the hospital solar system, are now critically damaged.
On the fourth day, after the International Community spoke about the atrocities committed against the people and the community [of Las Anod], the Somaliland Ministry of Foreign Affairs issued a new statement criticizing the International Community for misleading the Sool situation and getting the news from uninformed sources.
War crimes were committed starting from the 27" of December when military forces were used against peaceful protests. The governor and the region commander are responsible for the first action. I, the Speaker of the House of Representatives, was in the city when the indiscriminate bombardment by the Minister of Interior Affairs, his delegation, and the Commander of the Military was carried out on the second day. I believe this bombardment was carried out on the orders of the President, the Commander-in-Chief of the Army. I want to clarify; the president sabotaged everything we tried to restore peace. For example, when the first recommendation failed, the European Union and I agreed to get the traditional leaders from the western parts of the country to communicate and engage with the Garaads to resolve the standing issues. The same day this approach was agreed upon, the president organized a meeting at the Presidency and unilaterally declared that he would send traditional leaders to the town of Yagoori and that all matters would be resolved peacefully.
There were many talks regarding my staying Las' Anod, and I want to make it clear to everyone that I was elected from Las'Anod and elected by the people of Las'Anod and represent Las' Anod in my Speakership of the House of Representatives.
Therefore, I am with Las'Anod in both its quest for peace and if it has to defend itself.
