- In 2025 all heat networks - which means all new and existing communal and district schemes - will become subject to full regulation by Ofgem. The aim is to provide consumers protection in a natural monopoly, as well as improve the performance of schemes and the services provided. The effect will be to bring heat networks in line with the gas and electricity markets and will involve a whole range of new requirements and obligations that will have to be reported to Ofgem. This will be a significant change for both developers of new heat networks and managers of existing schemes.
This session will outline the new regulations and importantly what this will mean for both new and existing schemes and their on-going management. It will cover:

Speaker's biography:
Rachael is a co-founder and Director of Chirpy Heat, the UK’s leading independent heat network advisor to the social housing sector. Our aim is to make homes and communities the very best they can be, so that every resident can access reliable, affordable heating.
In 2024, Rachael received an OBE for services to energy efficiency and diversity and inclusion. Recognising the supportive power of women working together, Rachael co-founded the District Heating Divas in 2019: in five years it’s grown to 1000 members across the UK, Europe and Scandinavia. Rachael also co-founded and is the Secretariat of The Heat Network, a forum for social housing providers to share good practice and influence policy on communal and district heating, through which she participates in numerous Government stakeholder groups. She is also a co-founder and Director of SE2, a strategic sustainability and stakeholder engagement consultancy, and is on the board of the Association for Decentralised Energy.
