Get rid of excessive advantage play or add the clock back. Only allow kicks from the 22 that the ball is not carried back. Players need to be bound entering a ruck to bring safety & structure. Get rid of the caterpillar at rucks.

Flats only 1 club in France own there own stadium which is Racing. Such a system with Municipal ownership right down to grass roots creates club stability. Thus SdF & all Municipal stadium must sell 10% of tickets publicly. Many clubs here rent a ground. Also lower league clubs get council funding under sports grants. Tax system in France is better for sports clubs. I agree re commercialising Prem & Div, but how when Div1 games get less air time than Womens Rugby which is not a fully formed product?
