At the one hour two minute mark, in case Ms. Vandenberg is going to check these comments, one reason that people don't ask the questions of which you spoke is for the same reason the Dunkin Donuts manager and the police officer didn't get their answers: those who enslave these people aren't too keen on teaching their victims how to speak English well enough for a meaningful answer to be given even if the question is asked.
Many people I run into working at various establishments which don't pay too well aren't even adequately adept at speaking English to pull off the perfunctory pleasantries. Trafficked victim? Undocumented worker? Given the zany immigration laws we have, I'm not in a position to know whether my calling in a tip will help or hinder such a person. If it's a traffic victim, it could well help. If it's just an illegal alien, my tip could cause harm.
Then, of course, there's the whole racism component to it.
"Sir, what makes you think the person might be being trafficked?"
"Dark colored hair and eyes, menial job, heavy accent, can't speak English, not all that happy-go-lucky-looking."
"Oh, I see: you see a non-white with poor English skills in a low paying job and you think s/he is here illegally. We'll be sure to get right on that one. What's the phone number of the chapter at your Klavern in case we need to followup on this 'tip'?"
