My guess is that some part of his addled, atrophying brain dredged up the word "tractors" from a business briefing or Fox News story he saw about John Deere and the right to repair. There's a growing movement among manufacturers to block consumers from repairing high-tech equipment (tractors, cars, etc.) so you HAVE to go back to the dealer. Of course, this gets into anti-trust legislation, which falls under the purview of the government, so he should have been briefed on it at some point. Back in April or so, Elizabeth Warren came out in favor of right to repair legislation, so that may be where he heard the word "tractor." That said, it has nothing to do with broadband access. I think he's just tossing word salad like he usually does.

Trump did not save Iowan farmers--the trade war with China and the current horrible weather conditions means that soy farmers have three choices--plant fields and watch their soy beans rot in shipping containers, then get the government bailout for it being unsold; plant fields and watch as rain stunts crop growth and drowns 80% of what they planted, then get a payout from their insurance for even trying and have to pay higher premiums next year; or let their fields go fallow this year in the hopes that they can make it up in the future. Many of the farms don't have a choice--their fields HAVE to be fallow because they can't get tractors on them without getting mired in the mud, and they don't have the migrant farmer population now to try to do any of it by hand. Trump is destroying our small farms, and I say that as a farm kid with roots in Iowa, whose family there and here in Washington have been Democrats since Carter. And as a small business owner :)

I like those too, and they are often jokes that you either have to be a certain age to 'get' or just be knowledgeable to recognize Ed McMann and Seth's quick imitation at the end of the bit was spot on. And I can visualize the debate around the writer's table as to whether the joke will or won't work. I think it did but what was funnier was his adlib.
Seth's laugh is so genuine I keep going back just to watch him chuckle at his own jokes.

They want a government that looks at the issues that affect farmers, like improving irrigation, reducing flood risk, improving infrastructure (and yes, that includes the internet), and trade stability with overseas markets for our products. Trump did not save Iowan farmers--the trade war with China and the current horrible weather conditions means that soy farmers have three choices--plant fields and watch their soy beans rot in shipping containers, then get the government bailout for it being unsold; plant fields and watch as rain stunts crop growth and drowns 80% of what they planted, then get a payout from their insurance for even trying and have to pay higher premiums next year; or let their fields go fallow this year in the hopes that they can make it up in the future. Many of the farms don't have a choice--their fields HAVE to be fallow because they can't get tractors on them without getting mired in the mud, and they don't have the migrant farmer population now to try to do any of it by hand.
Trump is destroying our small farms, and I say that as a farm kid with roots in Iowa, whose family there and here in Washington have been Democrats since Carter. And as a small business owner :)
