physiology doesn't work like that, 3x3 min is about 70% aerobic energy and its training needs a base. none of the top endurance athletes who train at a 3-minute distance do not train only intensity, all of them also train in long steady training sessions.
I dont know about the 70%..
But I do agree that an aerobic base is needed
It's boxing not endurance running
That's why they program active recovery sessions in between HIIT sessions.
