@@josephb8277 The thing is, Hashirama can tank the tailed beast bombs, the 3rd and 4th raikage could probably outrun them and minato and tobirama could flying raajin the strongest kage somewhere safe, if this prime kages(meaning all the kages at their prime, even before they were a kage) then Naruto would need baryon mode to win, since NO way Naruto could stand a chance against a DMs Kakashi, Prime Hiruzen(even if we dont know his prime yet), a Kurama chakra Minato and a sage wood style Hashirama, with just tailed beast bombs, Minato could also do tailed beast bombs, hashirama fought full Kurama with susano'o and Kakashi is easily one of the strongest kages of all time with DMS, now...if its all kage during their time as kage, with the help of their shadow hokages, then that's an even bigger deal, the only way naruto could win against every Kage and Shadow Hokage at PRIME he would need Sasuke and if base, he would need Baryon Mode.
@@josephb8277 BTW, Hashirama alone is already more powerful than teen Naruto(before SOSP), but Naruto can't defeat all kage with just tailed beast bombs and shadow clones, the particle style users( ohnoki and the other tsuchikage) could some of the shadow clones into atoms and I'm pretty sure he can't make 1000 kurama avatars since that would probably be more chakra than he actually has and is there any proof that he could actually do it? Tobirama and Hiruzen is really underrated, we haven't seen their full power yet, hashirama could use wood golem too take out most of the kurama avatars, minato himself could go in Kurama avatar mode and Kakashi with DMS could take out most of the Kurama avatars too, if kakashi doesn't have DMs then he's useless.

So even if you are strong but you have such a weakness then it still doesn’t matter how powerful you are. So I guess it makes sense. And indeed he was defeated by a Naruto shadow clone in the war. It’s like having Kakashi’s Chidori but not having a Sharingan. A powerful jutsu but it has a huge weakness because it’s so fast and powerful which requires a Sharingan to compensate it. So even if third raikage is powerful but has a weakness which is himself, well…
