In order for Vegeta to get into heaven, every single innocent sentient lifeform that he harmed would have to forgive him, without reservation, and without coercion. So him killing Nappa is okay in my book.
If even one refuses to ever forgive him, he at best would remain in some middle place as described in the good place show.
Not really just have some Gods vouch for him, Piccolo was originally a demon and he went to heaven
since we’re trying to be logical about a cartoon, he could just get god to “forgive his sins” since that’s apparently good enough in real life
