Bayonetta probably has more potential than BOTH of them, but as she's never received proper training so Balder is capable of outpowering her. They lost because, even though they can stop time, probably they have a limited amount of time or the Umbra Witches reaction speed extreme. Probably Witch Time actually is just how Umbra Witches see time when fighting because of their extreme reaction speed.

I've noticed some improvements in the game's cutscenes. In the first one if you played as someone other than bayonetta, they'd have her abilities and her animal forms. In this one they at least let each chatacter have their rightful animal forms.
Counselor; "Perhaps you should consider some physical activities together...." Rosa; "We do, we have wild foreplay before I completely dominate him in the sheets " Baldur; *Embarrassed* "...." Counselor; "...."

Talk about a family feud. It's bad enough Balder became corrupted when he absorbed Loptr's soul in his body. Had Rosa survived the Witch Hunts like her daughter did, she would been able to purge the darkness out of him and the family would still be together.
