Someone who would find this device very useful is a modeler who still runs on DC, but who runs DCC equipped locomotives. He/she wants to change the CV's in their locomotives but doesn't want to purchase a DCC system. With this device they can change the CV's while not spending the money for a DCC system.
Will the device work with all decoders or just BLI decoders? Must the locomotive be isolated from other locomotives that are on the layout? Should it be used on a Programing track or POM?
It will work for any decoder! Yes locomotives must be isolated from others on the layout. A programming track or short loop of track with no other locomotives on it will work fine.

It looks cool, but the msrp is a little high and I don't see where it's bettwer than JMRI or my Power Cab.

No. It's only for CV settings on your locomotive.
Can you use it to first read the current value of a CV and then decide if you want to change it or not?

The go packs will not be affected. The only thing the CV setter does, write or read CV values.

It will work for all DCC-Equipped locomotives. No matter the decoder.
Are ESU and Lok Sound decoders using the same CV numbers as Digitrax?
No. First, ESU is LokSound. Second, each brand of decoders only uses certain basic CV's in common. For sound functions each does it their own way.

no. If you have a DCC decoder fitted yes.
