He CAN'T! It has to be done by Parliament, but they can't do it either at the moment because there's no actual law allowing for this to be done. There is a private bill going through the parliamentary process now, which is due its second reading in June/July, and then it's voted on by the House of Commons, then if successful it's sent up to the House of Lords who debate it, decide if any changes are needed, then it's handed back to the Commons, who debate any changes, then they vote again, it's sent back to the Lords who vote as well. If it's successful, the government has it drawn up, and only then is it presented to the monarch to officially sign (ratify) it into law. King Charles has done pretty much all he can do as a monarch, and as a father, he's pretty much washed his hands of the clown prince. He's distanced himself from the idiot younger son (and the terrible wife), and now it looks like he's going to cut them off completely because of this debacle of a 'tour'. I feel sorry for the King, really, as he does love both of his sons, but I'm sure that he's reached the point where he just has to give up on the ginger whinger and the mattress actress. At least he's got one loyal and loving son in Prince William, a wonderful daughter-in-law in Princess Catherine, and 3 beautiful and charming grandchildren in Prince George, Princess Charlotte, and Prince Louis, who are there for him!
