Steve is voiced by Matt Chapman. Only in his first appearance in Season 1 was voiced by Alex Hirsch, as he was just a faceless guard, not intended to become a recurring character. The crew decided to bring Steve back as a "real" character with his own voice actor and design because so many fans enjoyed him in that one scene in s1.
Fun fact the reason Steve(from owl house) was crying there was because originally in gravity falls Alex wanted there to be an old lesbian couple in the background of one of the episodes but Disney didn’t want that in there but then Dana decided to get payback and added it in her show
