Notably, the Raisina Dialogue, on the sidelines of which the Foreign Ministers of various countries met Jaishankar, is jointly organised by the Ministry of External Affairs and the Observer Research Foundation.

It wasn't. And the EAM did answer it too. It's just that his counter question is being played up as him taking offence, but he did answer it, and very rationally. However the question did belie the layperson's understanding that integrated theatre commands = full jointness. Like its an obvious and simple silver bullet, so why aren't we using it? The EAM rightly gave the experience of the US and China and explained that it must be done with due thought. That's it.

It's difficult question to answer but EAM answered most convincingly while eloborating the existing agd old tested sysyem as agsinst the proposed unified command system.There would be teething problems in close coordination amongst three services , but resolvable. Appreciable coverage
As time changes, Bharat improvise it's internal system of administration. No need to be worried about new policies. 🤗🤩
Theatre commands are the need of the hour for our national security considering the rising concerns on 2 major borders in LAC and LOC. That will not only bring freedom to act and tackle situations to each command but also increase the synergy and co operational ability of our armed forces. Numerous committees have been made to create national security doctrine but they were never implemented and without NSD its almost impossible to have theatre commands.

Majority of Indian defense budget goes in salaries and pensions... Then a big chunk goes in maintenance of current assets. Third is in buying basic stuff.. so very little is left for modernization..
The agniveer scheme will reduce this burden.. and we will have a better modernization initiatives in next 10 years

Theatre command is a lot more about implementing effective strategies with the optimal utilisation of the 3 armed forces. It is already happening informally without it being called a theatre command. The goal is to optimize the resources at hand for an effective defense and offense.

in a large and complex democracy as ours its very difficult to conduct a coup because it would require taking over multiple institutions and would also require unquestioned loyalty of the majority of service men which is not possible , it would have been in the early days of our democracy and indira gandhi even tried that to some extent but she failed ,so unified theatre command doesnt pose threat like that

The person asking the question improvised and asked questions which the host wasnt aware of. The list and topics of discussion is clearly relayed to the External Affairs Ministry, evaluated and the ministry would update the minister on the questions on expected lines. Any deviation from those topics can lead to huge embarassment. This idiot asked a defense related question out of turn which the EAM wasnt aware of even through he glided through the question well. This however wont be taken lightly by the ministry and there will be back stage repurcussions such as dismissal of a few press affairs folks. The host was trying to fix it on stage, he stammered and knew what a mistake this was. This gentleman who asked this question may not be seen asking in important key gatherings like this.

Ukraine Russia conflict has established newer facts... some of which support the unified theater command some go against it...
Theatre commands as a WW2 concept due to geographical & logistic reasons that complicated Command & Control. Even then, tactical decisions & ops were left to the respective Field Armies. In the present scenario of the US & China their geographical reasons for hvg Theatre Commands is different to India’s case . Conceptually theatre commands for India is a goid concept but that is only if the Armed Forces are well resourced, which is not the case with India. (Perfect example is our IAF which is deficient of 15 sqdns -300 conbat aircraft). The Command Structure & the Rank structure of the Indian Armed forces need to change as also increased force levels whilst retaining non-nuclear Macro level Strategic Ops with Individual service chiefs. More than theatre commands, it is “Jointness” that is a more pressubg requirement for which the best example of jointness in military operations is the Usraelis
(Where the political, military, intelligence & counter terror orgs all work in synchronised tandem).

Jaishankar has clarified his point quite well that central data command is firstly not as simple and secondly not always necessary or feasible. India may be considering it, but doesn't have one right now.

The answer in plainspeak is - the concept has to be fully accepted by the 3 wings of the armed forces that such a single command would be better overall to achieve victory with less casualties for all 3 services for theatres of war relevant to our nation. Our theatre of war makes it more difficult because we are talking defense, not offense. The theatre could be the Himalayas, the plains or quite unlikely the sea. May be it is not a concept to be aimed for in the Indian context. Or the single command should be dynamic depending on the theatre and the need.
