Personally I would go with Spec 1 Reasons 1: R5 4500 is a bit faster than the I3 10100F. 6 core vs 4 cores. (make sure your B450 has updated bios for the r5 4500) Take a look at this video th-cam.com/video/JhBaeU7T3Yg/w-d-xo.html Reason 2: platform longevity, having an AM4 system you can upgrade to a ryzen 5600 or heck even the 5950X if your b450 VRM can handle it or the best AM4 CPU the r7 5800X3D, you might find them used dirt cheap in a couple of years. Reason 3: R5 4500 can run 3200MHz ram, the i5 is locked to 2666 mhz. Reason 4: r5 4500 is overlockable Once you buy this system, i highly recommend you buy another 8gb 3200mhz to have a total of 16gb dual channel... Ryzen cpus really benefits with dual channel. How much money will you save? I would still go for the B450 unless you're saving lots of money.. the b450 is just a better more flexible platform. You're saying you're not upgrading but if you change your mind, you'll save more money. I have an MSI b450 tomahawk, I upgraded my CPU from R7 2700 to R7 5800X without changing my Motherboard.
