On the shoe clip bow I think you could put it through a buttonhole on one side and clamp the other side on a cape. You might have to add or modify the buttonhole a bit to accommodate the clamp mechanism.

The fringed necklace reminds me of a handmade necklace made of small beads I bought in Durban South Africa in 2006 for 10 dollars. It is still nice even after almost 20 years. It is closed by a hook and a little round clasp also made of beads.
